Norm Willoughby

Norm Willoughby is the Executive Vice-President and Chief Executive Officer of the Decatur Association of Realtors® and the Central Illinois Board of Realtors®.  Willoughby has served as the CEO of the Decatur Association of Realtors® since 2003 and was appointed to the same position at the Central Illinois Board of Realtors® this year.  In addition, to his duties with the Association, Willoughby practices as a real estate auctioneer conducting numerous farm real estate auctions all of over the State of Illinois.  Also, Willoughby teaches real estate courses to real estate licensees throughout the state. 
Willoughby holds a bachelor’s degree in History from Eastern Illinois University.  He was previously the Assistant Commissioner for the Real Estate Professions Bureau at the State of Illinois, Office of Banks and Real Estate (OBRE) from 1995-2003.  From 1975-1995, prior to his appointment as Assistant Commissioner, Willoughby was involved in private practice in real estate, auctions, and was general manager of a John Deere franchise is central Illinois.  In addition, he holds a real estate broker license, an auctioneer license and a real estate instructor license.  
Willoughby served as Chairperson of the State of Illinois Auction Advisory Board from 1999-2003.  He has testified at numerous state legislative committee hearings and before the Federal Trade Commission in Washington, D.C.  He also, previously served on the Board of Directors of the Illinois Real Estate Education Foundation and on the advisory board of the Office of Real Estate Research at the University of Illinois.
